All financial aid programs have specific eligibility requirements, application forms, and deadlines. When you receive financial aid, you have the responsibility to make sure you are doing everything you can to retain your eligibility. Complete information about financial aid is available in the Student Handbook, or from a Financial Aid Counselor.
General Eligibility Requirements for Federal Financial Aid
- You must have demonstrated financial need for need-based federal student aid programs.
- You must be a U.S. Citizen or eligible non-citizen.
- You must have a valid Social Security number (Except students from the Republic of the Marshall Islands, Federated States of Micronesia, or the Republic of Palau).
- You must be enrolled in a degree or certificate program at CCV.
- You must have a high school diploma, GED, or have completed a home school program.
- You must be enrolled in at least 6 credits except for the federal Pell Grant program.
- You must not be in default on federal student loans or owe a refund on previously awarded financial aid.
- You must provide consent and approval to have your federal tax information transferred directly into your 2024–25 Free Application for Federal Student Aid (FAFSA®) form.
- You must maintain satisfactory academic progress.
Federal financial aid can only pay for courses that meet degree or certificate completion requirements.
The Higher Education Opportunity Act conditions the eligibility of educational institutions to participate in Title IV programs on the development of and compliance with a code of conduct prohibiting conflicts of interest for its financial aid personnel [HEOA § 487(a)(25)]. CCV’s officers, employees, and agents are required to comply with this code of conduct. The following specific provisions bring CCV into compliance with the federal law [HEOA § 487(e)].
- Neither CCV as an institution nor any individual officer, employee, or agent shall enter into any revenue-sharing arrangements with any lender.
- No officer or employee of CCV who is employed in student financial services or who otherwise has responsibilities with respect to education loans, or agent who has responsibilities with respect to education loans, or any of their family members, shall solicit or accept any gift from a lender, guarantor, or servicer of education loans. For purposes of this prohibition, the term “gift” means any gratuity, favor, discount, entertainment, hospitality, loan, or other item having a monetary value of more than a de minimis amount.
- An officer or employee of CCV who is employed in Financial Aid or who otherwise has responsibilities with respect to education loans, or an agent who has responsibilities with respect to education loans, shall not accept from any lender or affiliate of any lender any fee, payment, or other financial benefit (including the opportunity to purchase stock) as compensation for any type of consulting arrangement or other contract to provide services to a lender or on behalf of a lender relating to education loans.
- CCV shall not:
- for any first-time borrower, assign, through award packaging or other methods, the borrower’s loan to a particular lender other than Direct Loans;
- refuse to certify, or delay certification of, any loan based on the borrower’s selection of a particular lender or guaranty agency.
- CCV shall not request or accept from any lender any offer of funds to be used for private education loans, including funds for an opportunity pool loan, to students in exchange for the institution providing concessions or promises regarding providing the lender with:
- a specified number of loans made, insured, or guaranteed under Title IV;
- a specified loan volume of such loans; or
- a preferred lender arrangement for such loans.
- CCV shall not request or accept from any lender any assistance with call center staffing or Financial Aid staffing.
Any employee who is employed in Financial Aid, or who otherwise has responsibilities with respect to education loans or other student financial aid, and who serves on an advisory board, commission, or group established by a lender, guarantor, or group of lenders or guarantors, shall be prohibited from receiving anything of value from the lender, guarantor, or group of lenders or guarantors, except that the employee may be reimbursed for reasonable expenses incurred in serving on such advisory board, commission, or group.

Alumni Scholarship
Funded by alumni gifts, this scholarship of $500 is awarded each year to CCV graduates who plan to continue on for a bachelor’s degree. Fill out the Alumni Scholarship application.
CCV President’s Scholarship
CCV’s premier academic scholarship, this is awarded to students who exhibit sustained academic excellence.
CCV Student Success Scholarship
This endowment scholarship was established to support deserving students whose chances of success can be strengthened by aid and whose needs are not met by other sources.
Early Childhood Education Portfolio Scholarship
This CCV scholarship from an anonymous donor covers the full tuition and fees for enrollment in EDU-1240 Assessment of Prior Learning or EDU-1225 Focused Portfolio Development for 10 early childhood educators with more than one year of experience in the field who are pursuing CCV’s associate degree in Early Childhood Education. Additional scholarships over the next 3 years/6 semesters are available to recipients to help complete their associate degree. Scholarship details can be found here.
G. Jason Conway Memorial Scholarship
Established in memory of beloved faculty member Jason Conway, this scholarship is awarded to students who have financial need, show academic promise, and have a propensity for self-directed learning.
Helping Professions Scholarship
This scholarship was established by Ken Libertoff, who served as Director of the Vermont Association for Mental Health for 30 years. It is intended to help recruit, train, and maintain Vermont’s workforce by assisting students working toward careers in the “helping professions.” It is intentionally broadly defined to intersect with a variety of career opportunities in mental health, social work, nursing, corrections, and the allied healthcare fields.
Jennifer Frey Memorial Scholarship
Bob and Lois Frey established this scholarship in memory of their daughter, Jennifer “Jenny” Frey ‘97, a longtime student, lifelong learner, and CCV graduate. Each year, the Frey scholars statewide – students with a special learning need or who are studying to serve those with special needs – receive direct support for their tuition expenses.
Joseph and Dale Boutin Scholarship
Joseph “Joe” Boutin, retired President and CEO of Merchants Bank, established this endowed scholarship fund to provide need-based scholarships for CCV students. In his 39-year career, Joe was a leader in the banking industry in Vermont and nationally. He also served on several non-profit boards including the Vermont Student Assistance Corporation (VSAC).
Karen M. Geiger Scholarship
In recognition of the key role CCV played in Karen’s educational and professional development, this scholarship was established by the Geiger family in memory of Karen who was both a CCV alumna and staff member. This scholarship is awarded annually to students who demonstrate financial need, preferably in the liberal studies degree program.
Karen Raylene Clark Memorial Scholarship
This scholarship fund was created in memory of longtime CCV-Brattleboro Academic Coordinator Karen Clark, who passed away in December 2015. It was established to honor Karen’s passion for helping students persist in their studies, complete their degrees, and reach their career goals.
Kenneth G. and Leah M. Kalb Scholarship
Originally established in memory of former CCV President Kenneth Kalb’s wife, Leah, this scholarship was renamed after Ken’s passing in 2020 to honor his memory as well. This scholarship provides funds to students pursuing an associate degree in a business-related concentration.
Legacy Scholarship
This scholarship is designed to honor former and current CCV faculty and staff members whose work for the College has benefited students, faculty, and co-workers in substantial and meaningful ways. Each year, one or more current or former faculty and staff members will be identified.
Olin Scott Memorial Scholarship
This need-based scholarship is used to benefit students who are longtime residents of Bennington County and have less than 60 academic credits.
Student Leadership Scholarship
These scholarships are awarded annually to one student from each CCV academic center, as well as the Center for Online Learning. Recipients are nominated by staff at their home academic center and awarded $1,000 in recognition of their leadership efforts through academics, volunteerism, and community engagement.
Urban and Pauline Bergeron Memorial Scholarship
Established in honor of Urban and Pauline Bergeron, this scholarship is funded by the Bergeron Family Foundation and provides financial assistance to students in a career program with financial need that are in good academic standing and have resided in Chittenden County for ten years or more.
Valedictorian/Salutatorian Tuition Scholarship
Students who have graduated number one or two in their Vermont high school class are eligible for a tuition waiver at CCV. You do not need to be a recent high school graduate to qualify for this waiver, but you cannot have already earned a baccalaureate degree at any higher education institution. You must maintain a GPA of 3.0 to retain this scholarship.
Victoria Buffum Single Parent Scholarship
This scholarship provides financial support to full-time CCV students who are single parents and is generously funded by the endowed Victoria Buffum Single Parent Program Fund established at the Vermont Community Foundation. Find out more on our Student Parent Resources page.
Yolande Corbin Chadwick Scholarship
Established in honor of Yolande Corbin Chadwick, this scholarship is awarded to students with children enrolled in a degree program at the CCV-Winooski academic center.

General Scholarship Fund
Every dollar given to this fund goes directly to tuition assistance for students.
Life Gap Fund
Life Gap provides just-in-time support to help address small but unexpected emergency expenses during the semester so that you can stay focused on school. Visit ccv.edu/lifegap to apply. A CCV username and password is needed to access the application.
Study Abroad Fund
This fund provides grants to students participating in CCV’s study abroad courses to help offset extra program fees and travel costs.

Vermont National Guard Tuition Benefit Program
The Vermont National Guard Tuition Benefit Program helps members of the Vermont National Guard pursue higher education by covering full tuition at eligible colleges or universities in Vermont. This program applies to undergraduate and some certificate programs, making it a valuable resource for service members aiming to advance their education while serving their community. To qualify, applicants must meet National Guard service commitments, maintain academic progress, and fulfill other program requirements.

T.E.A.C.H. Early Childhood® Vermont Scholarship
The T.E.A.C.H. Early Childhood® Vermont program provides scholarships to early education professionals pursuing a CCV Early Childhood Education associate degree. The scholarship program is administered by Vermont Association for the Education of Young Children (VAEYC) and funded through Race to the Top Early Learning Challenge Grant and The Henderson Foundation.
A CCV Cares Grant can be used to cover any part of your college costs or for emergency expenses due to the COVID-19 pandemic. Grants are funded by the Higher Education Emergency Relief Fund (HEERF).

What is Higher Education Emergency Relief Fund (HEERF)?
The Higher Education Emergency Relief Fund (HEERF) is part of federal stimulus legislation which provides financial support to students and higher education institutions. The original legislation that established HEERF was the Cares Act, passed in March 2020. The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) passed in December 2020 provided additional funds to HEERF with new criteria, and the American Rescue Plan, passed in March 2021, provided further funding for students and colleges.
What kinds of expenses are allowable?
A CCV Cares Grant can be used to cover any part of your cost of attendance, such as tuition, fees, books, technology, health care, childcare, housing, food, or transportation. It can also be used for emergency expenses due to the COVID-19 pandemic. Some examples include:
- A student needs to pay tuition or fees remaining for a semester
- A student needs to buy textbooks for a semester
- A student needs a laptop or internet service to take their online courses
- A student needs food or housing assistance while enrolled for classes.
Note: If you are planning to purchase laptop or other tech needs with a Cares Grant, please refer to your course syllabus or contact your academic advisor for recommendations. Some courses recommend a PC (i.e. Windows) in order to run software needed for the course.
Am I eligible?
You may be eligible if:
- You are a U.S. citizen or eligible non-citizen
- You are enrolled for the Fall 2022 semester.
- You have exceptional need
While a Free Application for Federal Student Aid (FAFSA) is not required, we encourage you to file it if you are pursuing a degree or certificate at CCV. If you have not filed a FAFSA, you can get a list of steps on our financial aid page, or you can connect with the financial aid counselor at your local CCV academic center.
Does the money need to be repaid?
No, money received through this fund does not need to be repaid.
How do I apply?
You can apply by submitting an online application.
Awarding is evaluated and made on a case-by-case basis. For the Fall 2022 semester, the maximum grant is $1,000.
Once you submit your request, you will receive an email notification and next steps within 1-2 business days. Aid is sent to you either via check or electronically if you have set up direct deposit to your bank account.
How do you prioritize exceptional need?
CCV prioritizes students that have an Expected Family Contribution (EFC) of under $14,000 from the 2022-2023 FAFSA OR can answer yes to either of the below statements if it has happened at ANY point in time since March 13, 2020:
- Job loss or reduced hours for myself, parent, guardian, or others who assist with my college and/or household expenses.
- K-12 school or childcare center closure for my child(ren) resulting in reduced working hours for myself or those who support my college and/or household expenses.
Students that do not meet the EFC threshold AND are unable to affirm any of the above took place are still eligible for funds at a reduced amount.
Eligibility is also based upon enrollment status. CCV uses the below chart to determine a student’s award maximum.

No, this money does not reduce or replace your financial aid.

How do I view my bill?
You may view your bill and print a current statement by going directly to Student Finance Self Service. Log in using your portal login information. There is also a link to Student Finances Self Service under the Finances tile on the portal home page.
How do I make a payment?
Payments are processed on the VSC Bill Payment site. This site can be accessed directly by using your portal login information or by following the “Payments/Authorized Users” link in Student Finance Self Service.
- Once you are logged in to the VSC Bill Payment site, click “Make Payment.”
- Select “Pay by term.”
- Select “Add” by the amount. Change the amount first if your payment amount is different than the balance.
- Click “Continue.”
- Select payment method from drop down.
- Click “Continue.”
- Fill in payment method information and finish by following the prompts.
If you have a payment plan and want to schedule an installment payment, click “Schedule/Pay” under the Payment Plan Installments and proceed with your method of payment. You may edit the payment amount and date on the next screen.
NOTE: If you scheduled automatic payments for the payment plan during plan enrollment, the payment will automatically be charged to the chosen payment method on the scheduled date.
What happens if my payment is returned?
A $25 handling fee will be charged to your account.
What should I do before enrolling in a payment plan?
- Complete your financial aid, if applicable. If you enroll in a payment plan prior to completing your financial aid, your financial aid will not be included!
- Have your payment method ready. A down payment will be required at the time you set up the plan.
- Carefully consider automatically scheduled payments. The real-time payment plan will update your monthly installment payment amount based on changes to your student account. Note: If you choose this option be aware that payment amounts may increase or decrease based on changes to your student account!
How do I enroll in a payment plan?
- Using your portal login information, log in to the VSC Bill Payment site.
- Click “Payment Plans.”
- Select “Enroll Now.”
- Choose the term and select the payment plan.
- Review the plan information, payment schedule and choose whether to enroll in automatic payments.
- Follow the prompts to pay the down payment and agree to the payment plan.
You will receive an email confirming your payment plan enrollment, payment amounts, and due date. Urgent communications regarding your payment plan, including changes to upcoming payment amounts, are sent via email.
What is the charge for using the payment plan?
A $30 non-refundable enrollment fee is charged at the time of enrollment.
What happens if I am late with a payment?
A $15 late fee will be charged to your account.
When does the payment plan calculate my payments?
The payment plan automatically calculates your installment payment amounts during enrollment and automatically updates your payment amounts after changes are made to your student account. Your payment plan will reflect charges and payments as shown on your e-bill and in the “Activity Since Your Last Statement” on the e-bill screen. Changes to your bill may increase or decrease your upcoming payment. To ensure adequate notice for the payment due on the 15th, the payment amount may decrease but not increase between the 8th day and 15th day of each month. Increases to your bill during that time will only affect future payment amounts.
How does the payment plan notify me of changes to my payment amount?
Urgent communications regarding your payment plan, including changes to upcoming payment amounts, are sent to your CCV email address. If you want notices to go to an additional email address, you must add it on the VSC Bill Payment Site.
- Using your portal login information, log in to the VSC Bill Payment site.
- Go to your personal profile under “My Profile Setup”
- Add a secondary email address. You will be required to sign up for two-factor authentication if you haven’t already.
How do I cancel my payment plan?
You may pay your balance in full to end your payment plan or contact the Student Accounts office.
Do I need to enroll in the payment plan each semester?
Yes, the plan covers only one semester.
How do I add/modify/remove a saved payment method?
- Using your portal login information, log in to the VSC Bill Payment site.
- Go to your payment profile under “My Profile Setup”
- Add, edit, or delete a payment method.
How do I set up an authorized user?
- Using your portal login information, log in to the VSC Bill Payment site.
- Go to “Authorized Users” under “My Profile Setup”
- Select “Add Authorized User”
- Complete the form and select “Continue”
- Review the Agreement
- Check “I Agree”
- Select “Continue”
Authorized users are only allowed to view the billing account, make payments, and set up payment plans. An authorized user receives an email notification when the student’s monthly statement is uploaded or a payment plan is updated.
How can an authorized user view my bill?
Authorized users do not have access to Self Service. They can view your bill or print a monthly statement by going directly to the VSC Bill Payment site, or by following the “VSC Bill Payment for Students and Authorized Users” link on the portal login page. Monthly statements are uploaded on the 10th, or the following business day.
What do I do if I forgot my password?
- Students: Select “I forgot my password” on the portal login page.
- Authorized user: On the VSC Bill Payment site login page, select “Authorized User” and “Forgot Password.”
How do I set up an e-refund account?
- Using your portal login information, log in to the VSC Bill Payment site.
- Select “Refunds”
- Add or remove an account. You will be required to sign up for two-factor authentication if you haven’t already.
How do I access my 1098-T?
- Using your portal login information, log in to the VSC Bill Payment site.
- 1098Ts can before found on the home page under “Statements.”

In-state tuition rates apply to students who have maintained legal residence in Vermont for at least one continuous year prior to enrollment. Out-of-state students seeking in-state status must submit a completed In-State Tuition Application, and supporting evidence, to be considered for in-state tuition. As part of the Vermont State Colleges system, CCV follows the Vermont State Colleges’ Residency Policy. To apply for in-state tuition, use the In-state Tuition Application Form.

NEBHE and Good Neighbor Tuition Break Program
Permanent residents of other New England states may be eligible for the New England Board of Higher Education (NEBHE) Tuition Break Program which allows them to pay a special tuition rate that is equivalent to the current in-state rate. To qualify, a student must be a permanent resident of and living in a bordering New Hampshire or Massachusetts county (Cheshire, Sullivan, Grafton, and Coos counties in New Hampshire, and Franklin and Berkshire counties in Massachusetts). Students may also be eligible if they are enrolled in a NEBHE approved degree or certificate program that is not available in their home New England state.
CCV’s Good Neighbor program allows New York residents living in Clinton, Essex, Rensselaer, and Washington counties to also receive a discount that makes their tuition equal to the current in-state tuition rate.
Veteran and Military Connected Students
Active duty and discharged military personnel (as well as the spouses and dependents of such military service members) who don’t otherwise qualify for in-state status may be eligible based on their military service. To be considered, please complete the In-state Tuition Application Form and include documentation such as the following:
- Proof of active military status or recent discharge. This can include such items as:
- Current military orders of applicable service member
- DD214 with an honorable discharge
- NGB22 with an honorable discharge (National Guard)
- DD256 with an honorable discharge (Reservist)
- (For Spouses) Proof of Marriage (Marriage License, Federal tax filings showing married status, etc.)
- (For Dependents) Proof of Dependency (Federal tax filings showing dependent status, etc.)
If CCV cancels a course, you will receive a full refund of tuition and fees.
If you choose to drop a course within the official drop period, you will receive a full refund of tuition. The administrative fee is not refundable.
The official drop period is defined as:
For all standard full-semester term courses: Two weeks from the start of the semester. Students who drop a course within the drop period will receive 100% of their tuition refunded. CCV’s administrative fee will not be refunded.
For courses that do not meet for the standard term duration, the following formula-based drop refund calculation is utilized: Course duration is the number of calendar days between the start and end date of the section. The drop refund period is considered 13% of the course duration. Students who drop a course within the 13% drop period will receive 100% of their tuition refunded. CCV’s administrative fee will not be refunded.

You may also be eligible for a refund from financial aid after your tuition and fees are paid. Consult with the financial aid counselor in your academic center for information on your financial aid.
Note: The administrative fee and the payment plan enrollment fee are non-refundable. When extraordinary circumstances warrant your withdrawal from a course(s), you may request an exception to the refund policy, as set forth in the administrative section of the Complaint Resolution for Students Policy. In general, requests for exceptions should be filed no later than sixty (60) days following the course withdrawal.
Spring 2025
Register between November 4 and January 1 – Payment due by January 6
Register on or after January 2 – Payment due at time of registration
Summer 2025
Register between November 4 and April 29 – Payment due by May 5
Register on or after April 30 – Payment due at time of registration
Fall 2024
Register between April 1 and August 16 – Payment due by August 26
Register on or after August 17 – Payment due at the time of registration
Students must make payment arrangements prior to the start of the term in order to maintain their registration in classes. The following information is meant to help students determine the payment option that is best for them.
CCV accepts cash, check, and credit card (Mastercard, Visa, Discover, American Express). Please note that any outstanding bill from the Vermont State Colleges may prevent you from enrolling at CCV.

You may also contact the Student Accounts office at 802-828-1401 or via our contact form. You can view your student account information and print a current statement from Student Finance Self Service. You will also be notified via your CCV email when a new monthly statement is available on the VSC Bill Payment site. This is the only student billing location accessible to authorized users. These statements are uploaded on the 10th of each month, or the following business day. To be sure you receive electronic reminders, add your personal email in the bill pay site.

- Using your portal login information, sign in to the VSC Bill Payment site.
- Select “Make Payment” from the home page

Cash and checks are accepted at all CCV centers. Debit cards and credit cards can be used to pay your balance via your Student Finance Self Service. You may also contact Student Accounts at 802-828-1401 to pay with your credit or debit card.

Payment Plan
CCV offers their students the option to set up a payment plan. Details of the plan are:
- Divides cost into affordable monthly payments
- Interest free
- Non-refundable $30 enrollment fee due at setup
- Number of installments varies depending on when you enroll in the plan
- Payments are due on the 15th of each month following enrollment
- Payments can be made online by electronic check or debit/credit card
- Note: It is important to check the installments section to ensure your payment was properly applied to your account.
- Payments can be scheduled ahead of time
- There is a 15-day grace period after which a late fee of $15 is applied to past due installments
Enroll in a Plan

- Select “Payment Plan” from the home page
Third Party Payment
If your employer or an agency is assisting you with tuition or other charges, click here and complete the electronic form. The electronic form will be sent to the Third Party Payor for their completion. You will receive notification when they have completed it and returned it to CCV.
AmeriCorps Students
Students who have completed their AmeriCorps term of service can use their AmeriCorps education award funds to pay for educational expenses at CCV. Educational expenses include:
- The “Cost of Attendance” (COA) for a degree or certificate-granting program of study at a Title IV school. The COA may include tuition, books and supplies, transportation, room and board, and other expenses. Each Title IV school’s financial aid office determines their students’ COA based upon standard U.S. Department of Education guidance.
- Educational expenses for non-degree courses, such as continuing education courses or workshops offered by Title IV schools. Educational expenses that can be paid normally include tuition and fees, books, and supplies, as determined by the school’s administrative office.
- As part of the Service Year Alliance, CCV offers 3 matching academic year awards of up to $1,000 each. They are awarded on a first come, first serve basis.
- Eligible AmeriCorps participants should submit their education award requests using the online registration available at www.nationalservice.gov/resources/ed-award/school.
